Question Question for those with boys!

This is a delicate subject and I don't want to have to go into more detail with Jackson than possible!
He discovered his parts when he was 6 months old and he has never left it alone since! Now that Abigail is around, I don't feel comfortable with him "exploring" south of the border just anywhere he wants!
Today every time I walked into the room I found him with his hands in his pants! HELP!
 
How do we make him understand this is not appropriate without having to go too deep into details about the birds and bees and without making him feel ashamed of his body???

LOL! Connor's not too bad about this, Annie's my problem! She holds herself like she has to go potty but it's "just for fun". So far I haven't done anything about it, really, except occasionally if she's laying on the couch watching TV I will just go over and move her hand.

I guess just tell him that it's fine to touch, but if he wants to touch he needs to go to his room so that he has his privacy. I know it's a touchy subject-good luck!

Alex really never did it except in bed.

Janneys advice is good.
Tell him he can only do it in the bathroom or his bedroom. Gently tell him he could get into trouble if he does it at school.
My 3yo does this occassionally, but it is not a problem. I have never seen Dillon do it.
