Honestly- as long as he's grasping the concepts, I wouldn't get too worked up about it.

It sounds to me more like a personality/confidence thing about not speaking up more in class.

If it's a confidence/self esteme thing, could you sign him up for classes/boy scouts and try to have him work them out there? I had a little girl who was very very very backwards when it came to being in our GS Troop but one year in the Troop and she has grown so much!
