my DS had a horrid congestion problem from the time he was 2 weeks old until he was 1 year old at which time he got tubes in his ears.
It was nothing but misery.
All our Drs told us we could do was the saline mist/spray up the nose and then suction it out. I got pretty good at the suction (since they're so strong and fight it so hard) I had to lay him down on the change table with his head on my left side. I had a diaper rag on the far side of his head and that was what I squirted the snot into after suctioning.
I would use my left arm to pin across his body with my elbow keeping his head mostly still, I'd lean over his right arm so it couldn't go up, and my left hand would hold his left arm down. then I'd take my right hand with the suction cup and suction it all out as quick as possible (after the saline was squirted).

Yes, screaming, unhappiness - but there is a very short 10 minutes that they can breathe thru their noses after you suction that they get to eat with... so we did it ALL day and night so he could breathe.
We also had to elevate his crib mattress a smidge to help as well as the humidifier.

My vote is for the saline and suction, humidifier and head elevation.

I could have sworn I answered this thread last night.....

We used a humidifier, some saline drops (she hates the spray, so we avoided that..) and suctioned her nose out when it got really bad
