I believe that california law states that all people turning left must yield right-of-way to oncoming traffic. Even if they're stopped first.

I'm trying to picture what I'd do... and if I were the one turning, I'd stay at the stop sign & wait for the person going straight to go UNLESS they gave me the "wave" to turn.

If I were the one going straight... I'd go after stopping at the sign... but I'd be watching the person across from me & be prepared to stop!!

I follow the rule of a 4 way stop unless the other driver waves me thru, we have an intersection in town that has a flashing yellow light for traffic going east and west and a flashing red light for traffic going north and south. and i treat it as a 4 way stop when going north and south

This is exactly what I do.

i suppose it's something that could vary from state to state, but i'm pretty sure the car going straight has the right of way, even if the car turning left got there first. turning in front of oncoming traffic, one should always yield.
