well, for me, at 16 months old, my kids are DEFINATELY old enough to know what i'm telling them when I tell them no.
this, to me, is just one more of the things that I as a parent have to do to/for my child. All kids eventually wean. BFing is only to be done when it's mutually beneficial. That means both the kid AND the mother want to continue. If you're done (which I would be at 16 months of age) then I'd just continue to tell her no. Distract her and give her affection in other ways.

I wouldn't go back on my decision though.
