I don't know if this is even an option. But maybe you could apply for pregnancy medicaid?

Wow that is high! I think when I had my son I was quoted $5500 if I didn't have insurance at all. Medicaid migth cover the baby once it is born, but probably won't cove ryour pregnancy since you do have insurance available. I used to collect Medicaid payments for a hospital and it was generally only on teh infant, but that in itself can be pretty steep if the deductable only covers you as most insurers do.
Is the surgery for the dog a necessity? Can you get a secodn opinion somewhere? It can really pay to shop around on expensive procedures.
